June 11, Kyiv will host an international conference “Introduction of Effective Mechanism for Transparency of Media Ownership in Ukraine” organized by Verkhovna Rada Committee on Freedom of Speech and Information Policy and the Ministry of Information Policy of Ukraine supported by the joint program of the European Union and the Council of Europe “Strengthening the Information Society in Ukraine”.
The event will highlight for discussion the draft law “On amendments to some laws of Ukraine to ensure the transparency of media ownership and implementation of state policy principles in the field of television and radio broadcasting“ No. 1831 (revised) authored by M. Kniazhytskyi and V. Denysenko.
The conference is divided into two parts — “Regulatory Solutions to Disclose End Media Owners” and “Role of Civic Society. Support of International Organizations”. The key speaker of the event will be the Council of Europe expert Mathias Huter (Austria). Mr. Huter is an activist on transparency issues and advisor on fighting corruption, open data, and access to information. During the period from 2009 to 2014 he was a senior analyst in Transparency International Georgia mainly handling the issues of transparency of media ownership. Currently he works in Vienna and conducts advocacy work on access to information as Executive Director of NGO Informationsfreiheit. Mathias Huter will present the EU and CE standards on media ownership transparency, requirements to disclosure and promulgation of ownership information, as well as creation of the State Register of information entities.
Lasha Tugushi, the Council of Europe expert and Kakha Kurashvilli, head of legal department of Georgian National Commission of Communications will present Georgian experience in disclosing end beneficiaries of mass media and experience of Georgian media regulator.
The second panel discussion will cover the issues of the role of civic society and support of international associations to implement effective models of disclosing end beneficiaries of mass media and deconcentration of media.
