Ukraine Recovery Conference (URC2025)

On July 10–11, 2025, the Ukraine Recovery Conference (URC2025) was held in Rome, bringing together global political leaders, leading experts, government officials, and international partners to discuss a comprehensive program for Ukraine’s post-war recovery.

The Conference resulted in a number of important decisions and the signing of key agreements that lay the foundation for Ukraine’s sustainable development.

One of the major initiatives introduced at URC2025 was the Culture Resilience Alliance (CRA) — an international platform launched by the Ministry of Culture and Strategic Communications of Ukraine (MCSC) to systematically integrate culture into processes of resilience, recovery, cohesion, and innovative development. The establishment of the CRA was officially announced during URC2025 in Rome, in a joint presentation by the Ministers of Culture of Ukraine and Italy.

The Alliance aims to recognize and strengthen the role of culture as a strategic resource for resilience, post-war reconstruction, and democratic development. Its core objectives include mobilizing financial, technical, and political support for the cultural sector; fostering an international network of partnerships among states, communities, cultural institutions, and professionals; promoting inclusive cultural governance; and supporting creative communities as drivers of innovation, intergenerational dialogue, community cohesion, and territorial integration.

The CRA unites states, international organizations, donor institutions, and civil society representatives, creating an effective platform for coordination, knowledge exchange, and support for the cultural sector in times of crisis and transformation.

As of today, six countries and two international organizations have joined the Alliance, including: Ukraine, Italy, Spain, Lithuania, Malta, the Netherlands, Romania, Moldova, as well as UNESCO and Europa Nostra.

The MCSC serves as the organizational and coordination hub of the CRA, ensuring regular engagement among participants and convening at least two coordination meetings per year.

The Alliance’s foundational document, the Rome Manifesto, remains open to new members who share its values and vision by officially notifying the MCSC of their intention to join.
