On February 19, Andrii Nadzhos, Deputy Minister of Culture and Strategic Communications for European Integration, met in Brussels with representatives of the European External Action Service (EEAS) and the European Commission (EC).

The discussions focused on the EU’s potential sanctions against individuals and entities from the aggressor state responsible for looting Ukraine’s cultural property and conducting illegal archaeological excavations in occupied territories. The Ukrainian delegation outlined its national sanctions policy, highlighting President Volodymyr Zelenskyy’s February 4, 2025, signing of Decree No. 68/2025, which enforces the National Security and Defense Council’s decision on targeted economic and restrictive measures.
It was noted that national sanctions create a basis for the EU to consider similar measures.
The discussion also covered the impact of the U.S. halting aid to Ukraine’s media sector under USAID programs. EEAS representatives were briefed on the financial challenges facing Ukrainian media.
Both sides discussed using EU resources to support independent Ukrainian media through existing programs and explored new assistance options.
The meetings ended with a commitment to continued dialogue between the Ministry of Culture and Strategic Communications of Ukraine and relevant EU bodies to coordinate efforts.
