Cyber resilience and international cooperation: Andrii Nadzhos joined the Kyiv Cyber Resilience Forum

On March 11-12, Kyiv hosted the International Cyber Resilience Forum, a key event in the cybersecurity field in Ukraine and Central Eastern Europe.

The Forum brought together experts, government officials, business leaders, think tanks, and media to discuss current cyber threats and potential solutions.

Andrii Nadzhos, Deputy Minister of Culture and Strategic Communications of Ukraine for European Integration, participated in a panel on “Building global resilience against evolving hybrid threats and FIMI”. He emphasized the seriousness of hybrid threats, particularly in the information space, and highlighted Ukraine’s unique experience in addressing these challenges.

“Hybrid threats are especially dangerous because they use various methods, making them hard to detect and counter effectively. Ukraine has faced numerous attacks in the information space as part of a hybrid war, where propaganda and disinformation serve as powerful tools for external pressure. To counter disinformation, the Ministry works closely with international partners through bilateral security agreements”, said Andrii Nadzhos.

The panel discussion focused on information manipulation and interference, particularly state-sponsored disinformation campaigns aimed at influencing public opinion and political processes. Special attention was given to russian information attacks designed to undermine global trust in Ukraine’s democratic institutions.

Participants also discussed Ukraine’s Information Security Strategy, which aims to strengthen the country’s ability to protect information security, ensure social stability, and safeguard national sovereignty.

Andrii Nadzhos also presented the Ministry of Culture and Strategic Communications’ 2025 Action Plan for Strategic Communications, Information Security, and Euro-Atlantic Integration. The plan includes initiatives such as the “Ukrainian Narrative” project, the “National Unity Strengthening Book”, targeted information campaigns – particularly focused on European integration – the “Information Resilience” project, and other strategic actions.

The forum’s discussions also centered on building cyber resilience and strengthening Ukraine’s partnerships with international allies. Key topics included the role of international organizations in enhancing Ukraine’s cybersecurity, the challenges and opportunities of cyber diplomacy, and practical measures to protect both government and private sectors from cyber threats.

In the end, the Forum served as a crucial platform for uniting public and private sector efforts to address cyber threats and foster international cooperation to improve global information security.
