On October 5, 2023, the Council of Europe launched a five-year campaign on the safety of journalists, “Journalists Matter,” which marked an important step towards uniting further efforts at both national and European levels to effectively enhance the safety of journalists and other media actors.
To ensure a unified approach to addressing issues related to the safety of journalists and their professional activities during martial law, the Ministry of Culture and Information Policy of Ukraine issued Order No. 264 on 08.04.2024, establishing a committee within the Ministry to implement the Council of Europe’s “Journalists Matter” campaign in Ukraine. The Coordination Committee includes representatives from government bodies, media entities, civil society institutions, media organizations, and other relevant stakeholders.
In the occasion of the World Press Freedom Day, a video was launched on the Council of Europe Safety of Journalists Campaign- Journalists matter, focused on this year theme – the pillar of Protection of the Recommendation 2016/4 on the protection of journalism and safety of journalists, and other media actors.

Additionally, as part of the Council of Europe’s “Journalists Matter” campaign, the Ministry of Culture and Information Policy of Ukraine, in cooperation with the NGO “Women in Media” and the NGO “Center for Democratic Reforms and Media,” has initiated the provision of free consultations on implementing the principles of gender equality and social inclusion (GESI) in the media sector. Furthermore, as part of the Council of Europe’s “Journalists Matter” campaign, the Ministry of Culture and Information Policy of Ukraine, in cooperation with the NGO “Human Rights Platform,” has initiated the provision of free legal assistance for journalists and other media actors (fixers, bloggers). These consultations are free of charge and, if necessary, include:
Legal support for editorial offices and journalists in civil, administrative, and criminal court cases at the national level;
Representation of media workers’ interests in the European Court of Human Rights;
Preparation of legal documents such as objections, lawsuits, applications, etc.;
Legal support in the implementation of the Law of Ukraine “On Media” in editorial offices;
Written consultations.
