Today, the Cabinet of Ministers of Ukraine approved the Communication Strategy on the European Integration of Ukraine until 2026, as well as the operational plan for the implementation of the Strategy for the period 2022-2024. The document was developed jointly by the Ministry of Culture and Information Policy and the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration for the implementation of the Action Plan for the implementation of the state’s strategic course towards full membership of Ukraine in the European Union and the North Atlantic Treaty Organization.
“I welcome the approvement of the Communication Strategy on the European integration of Ukraine. In the fourth month of the full-scale invasion of russia, Ukraine received what it has long deserved – the status of a candidate for membership in the European Union. Each further step towards membership will require clear, powerful communication both within the country and with EU member states. We have to provide proper information about the reforms that Ukraine has carried out and is carrying out in the conditions of a full-scale war with russia“, – said Olha Stefanishyna, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.
“Ukrainian society has been consciously supporting Ukraine’s full membership in the European Union for quite a long time. Our integration into the European economic, cultural and political space has, in fact, already begun. Naturally, Ukraine is part of Europe and fully shares its values. Already today, our culture is actively represented in Europe. Concerts, exhibitions of Ukrainian artists, collaborations between Ukrainian and international partners, and cultural exchanges are being held with success. At the same time, we must actively implement and communicate internal reforms. After all, they are necessary for transformations aimed at the free, fair, democratic, successful society to which we aspire. And we prove it by the fact that we fully share European values: dignity, equality, human rights, the rule of law, freedom and democracy, for which we are fighting today in this war,” said Oleksandr Tkachenko, Minister of Culture and Information Policy of Ukraine.
The main goal of the Strategy is to preserve the existing level of support for Ukraine’s accession to the EU by citizens of Ukraine and EU member states, as well as its gradual increase. This involves coordinated and systematic communication between the state and citizens both at the international national level and at the level of local self-government regarding:
- the essence of state policy in the field of European integration based on the implementation of the Association Agreement and other treaties between Ukraine and the EU, sectoral integration of Ukraine into the political, economic, and cultural spaces of the EU,
- key stages,
- distribution of responsibility for the implementation of components of state policy,
- results and impact on the life of every citizen,
- monitoring and countering disinformation to discredit Ukraine’s course for EU membership.
The implementation of the Strategy envisages the involvement of state bodies and institutions, local self-government bodies, cooperation and partnership projects with business, media, analytical centers and public organizations, scientific and educational institutions.
The Strategy was developed with the expert assistance of the European Union project Association4U and the Reforms Delivery Office of the CMU on the basis of a communication audit of state bodies involved in the implementation of the Association Agreement between Ukraine and the EU.
