Ukraine has imposed sanctions on those involved in the looting of cultural heritage and in spreading russian propaganda

On November 9, President of Ukraine Volodymyr Zelenskyy signed Decrees No. 834/2025 and No. 835/2025, which enact the decisions of the National Security and Defense Council of Ukraine on the application of personal special economic and other restrictive measures (sanctions).

Decree No. 834/2025 provides for sanctions against eight individuals involved in crimes against Ukraine and the Ukrainian people. In particular, these are persons responsible for the misappropriation of agricultural property, grain crops, and cultural heritage sites, as well as those who took part in information operations against our state. The decree also highlights their activities in implementing russian federation educational standards containing anti-Ukrainian narratives in the temporarily occupied territories of Ukraine.

The second document — Decree No. 835/2025 — imposes sanctions on five legal entities, including russian publishing houses that actively spread propaganda, justify russia’s aggression against Ukraine, and promote anti-Ukrainian sentiments both in russia and in the temporarily occupied territories of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. The sanctions target the publishing houses Knizhny Mir (“Book World”), Viche, Tsentrpoligraf, Yauza, and the publishing group Piter.

The Head of State emphasized that Ukraine will share its proposals for new sanctions with the relevant international partners.
