Expert Council under the Ministry of Information Policy presented a draft Concept of Information Security of Ukraine developed in accordance with the schedule of government’s action plan for 2015.
The basis of the draft Concept comprises a new paradigm of information security, namely ensuring information sovereignty of Ukraine through sustainable development of the national information space and protection of the process from external and internal threats. Proactive advancement, cooperation between the government, civil society and private sector instead of double defense and vain desire to get closed from global trends — this is what should determine the basis of the national policy in terms of information security.
Concept developers, in particular, believe that conditions of the modern world primarily require meeting the demands for information needs of a human, society, and state. This task has to be implemented through the development of national information products and strategic content for the benefit of the above actors.
To ensure such an approach, there should be continuous operation and development of cybernetic, telecommunication, and other automated systems that shape the information and telecommunications basis of domestic information space.
There is also a need to prevent threats aimed at curtailing sustainable development of Ukraine’s information space. This includes infrastructure and technology systems of data and information transfer.
The document also contains specific mechanisms for implementing tasks of government information security and additional modes of public control over this activity.
The ECMIP will further submit the draft Concept of Information Security for peer review to OSCE experts and other international organizations.
And soon a series of working visits to regions will be taken by the ECMIP members in order to discuss the document with experts and local communities of Kharkiv, Odesa, Lviv, Dnipropetrovsk, Ivano-Frankivsk, and Mariupol.
As a reminder, the Expert Council under MIP on development of Information Security Concept and promotion of Ukraine’s information space involved 16 experts dealing with information policy, security, education, media management, and journalism. Experts started working on the document on March 26, 2015.
The Minister of Information Policy of Ukraine Yurii Stets and Doctor of Political Sciences, Associate Professor of International Media Communications and Communication Technologies Department of the Institute of International Relations Sergii Danylenko were elected as co-chairmen of the ECMIP and Dmitro Zolotukhin was elected as ECMIP secretary.
Among other members of the Expert Council are Georgii Pocheptsov, Victoria Siumar, Ivan Vinnyk, Andrii Kulykov, Tetiana Lebedieva, Zurab Alasania, Pavlo Moiseiev, Petro Burkovskyi, Taras Petriv, Viacheslav Gusarov, Kostiantyn Kvurt, Dmytro Dubov, and Sergii Chernenko.
