On 30 July 2018, a meeting of the Collegium of the Ministry of Information Policy of Ukraine was held at the House of Government.
In his opening remarks, the Vice Prime Minister of Ukraine, Pavlo Rozenko, named among MIP’s most remarkable achievements the approval of the Strategy of Information Reintegration of Donetsk and Luhansk Regions; the construction of TV towers transmitting Ukrainian broadcasting to occupied territories; the increase in satellite and cable networks where the International Broadcasting Multimedia Platform of Ukraine is available; the design and global presentation of Ukraine’s single brand, Ukraine NOW; and the production of high-quality content, including the film Djakuyu, which successfully presents our country at international festivals.
“The Ministry has already done a great deal of work, but even more tasks to be accomplished even faster lie ahead,” the Vice Prime Minister noted.
The Chairwoman of the Verkhovna Rada Committee on Freedom of Speech and Information Policy, Viktoriia Siumar, stressed it was necessary that Russian propaganda be countered event more effectively, especially on an international scale. “We simply have to communicate to the world what is really happening in Ukraine today[, t]hat what we have is not a civil war but full-fledged aggression by the Russian Federation,” she added.
At the meeting, the leadership of the Ministry of Information Policy presented the results of its activity in the fields of information reintegration of Crimea and Donbas; European integration; the implementation of the Doctrine of Information Security; international cooperation; strategic communications; promoting Ukraine in the world; the development of the international broadcasting system; and All-Ukrainian communication campaigns.
The First Deputy Minister of Information Policy of Ukraine, Emine Dzhaparova, noted the need to increase public financing to scale up MIP’s successful projects. “We are faced with ‘hot’ information warfare to which the aggressor allocates billions of dollars. And we, too, must be forearmed,” she noted.
The Deputy Minister of Information Policy of Ukraine, Dmytro Zolotukhin, underscored the importance to coordinate actions with international partners as well as interagency coordination within state to effectively resist information threats.
In his turn, the State Secretary of the Ministry, Artem Bidenko, noted that in its activities the Ministry is guided by the principles of openness, transparency and ensuring high quality, which allows for the successful implementation of projects in the information field.
Serhiy Danylenko, Doctor of Political Sciences, Associate Professor at the Chair of International Media Communications and Communication Technologies of the Institute of International Relations, presented a report on the work of the Expert Council under the Ministry. He said that in taking decisions, MIP cooperates with the widest range of experts on a regular basis.
In addition, at the Collegium reports of the Students’ Council under MIP, the only of its kind, and the results of the monitoring of media coverage of the situation in Donbas and Crimea were presented.
The meeting was attended by Yuriy Artemenko, Chairman of the National Council of Television and Radio Broadcasting of Ukraine; Uliana Feshchuk, Deputy Chairwoman of the National Council; Serhiy Kostynskyi, a member of the National Council; Oleh Nalyvaiko, Chairman of the State Committee for Television and Radio Broadcasting; Ukrainian MP’s, scientists, media practitioners and members of the civil society.
The members of the Collegium unanimously voted in favour of the effective activity of the Ministry of Information Policy of Ukraine in all fields in 2017.
