The Cabinet of Ministers of Ukraine at its meeting on 26 July 2018 issued a decree approving the Strategy of Information Reintegration of Donetsk and Luhansk Regions, which had been drawn up by the Ministry of Information Policy of Ukraine.
“Accurate communication and the strategic approach to working with key audiences – the residents of the occupied territories, Ukrainian society and the international community – is an important prerequisite for restoring Ukraine’s territorial integrity. This communication must revolve around the person, around the protection of the citizen of Ukraine,” the First Deputy Minister of Information Policy of Ukraine, Emine Dzhaparova, was quoted as saying.
She added that the main aim of the Strategy was to ensure the full-fledged access of Ukrainian citizens resident in the temporarily occupied territories of Donetsk and Luhansk Regions to the Ukrainian national information space.
According to the Strategy, the full restoration of broadcasting of Ukrainian broadcasting companies is possible only subject to the complete liberation of Donbas. Therefore, amid limited broadcasting capabilities and access to other Ukrainian media, including Internet media outlets, particular attention will be paid to the following areas:
– expanding terrestrial broadcasting of Ukrainian broadcasting companies from the territories adjacent to the temporarily occupied ones;
– creating the system of producing and distributing tailored content for Ukrainian citizens resident in the temporarily occupied territories of Donetsk and Luhansk Regions;
– ensuring the possibilities for people with vision or hearing disorders to access information in a clear way;
– carrying out the systemic work with internally displaced persons as an important means of communication with Ukrainian citizens resident in occupied Donbas.
The implementation of the Strategy requires stepping up the institutional coordination between bodies of executive power on both central and local levels and involving civil society institutes.
