21 February 2017, during a meeting of the Cabinet of Ministers of Ukraine, it was decided to appoint Dmytro Zolotukhin as the Deputy Minister of information policy of Ukraine.
Dmytro Zolotukhin was the Secretary of the Expert Council under the Ministry of information policy of Ukraine, and was directly engaged in the development of the Information Security Doctrine; it was approved at the meeting of the Cabinet of Ministers of Ukraine on 28 October 2015, and later approved at the NSDCU meeting on 29 Dec 2016. Dmytro worked in the public sector on developing media literacy and working with open sources of information. He has working experience in national security agencies.
The Minister of information policy of Ukraine Yurii Stets said: “One of the priorities of the Ministry is to protect the information security of our state, so we are preparing a number of system solutions for the implementation of the Information Security Doctrine. Dmytro is a person, who established communication between the Ministry, representatives of the public and media lawyers during the launching of the Expert Council under MIP. It gave the opportunity to create a balanced document, adopted at the meeting of the NSDCU. Therefore, it is absolutely logical that the direction for the Doctrine implementation was coordinated by the professional, who worked on the development of this document”.

Recall that in March 2015, Dmytro Zolotukhin was appointed as Advisor to the Minister of information policy of Ukraine on issues of information security. The key objectives of Dmitriy Zolotukhin in the office of Advisor were the development of the project of the Information Security Doctrine of Ukraine and the development of media literacy in Ukraine.
