Main tasks

Department of Information Policy and Information Security

Main tasks

  • Ensuring the formation and implementation of state policy based on continuous analysis of the situation in the fields of television and radio broadcasting, information, and publishing.
  • Ensuring the formation and implementation of state policy in the areas of:** information sovereignty (in the scope of authority related to managing the integral property complexes of the state enterprise “Multimedia Broadcasting Platform of Ukraine” and the Ukrainian National Information Agency “Ukrinform”), information security of Ukraine; state external broadcasting; promotion of Ukraine worldwide, strategic communications, particularly regarding the dissemination of socially important information within Ukraine and abroad.
  • Participation in the formation and implementation of state policy** concerning the temporarily occupied territories of Ukraine and the population residing there, aimed at their reintegration into Ukraine’s unified cultural and informational space.
  • Monitoring and evaluating the results of policy implementation** within the Directorate’s areas of competence, identifying future prospects and priority areas for development.
  • Ensuring regulatory and legal frameworks in the policy areas within the Directorate’s competence.
  • Supporting Ukraine’s cooperation with national and international experts and organizations with relevant experience in media development, as well as studying and applying the experience of European partner states.
  • Initiating cooperation mechanisms with international organizations and foreign country representations for the exchange of experience and adoption of best practices in the implementation of policies in the information, television, and radio broadcasting sectors.
Department of Cultural Heritage

Main tasks

  • Ensuring the formation of state policy based on continuous analysis of the situation in the fields of cultural heritage protection, including intangible heritage, restoration and preservation of national memory, museum affairs, export, import, and repatriation of cultural valuables, and developing international cooperation for Ukraine in this area, while formulating alternative solutions to existing problems.
  • Ensuring the implementation of state policy for the protection of cultural heritage in accordance with the Law of Ukraine “On the Protection of Cultural Heritage.”
  • Ensuring the implementation of state policy for the incorporation of the Convention on the Safeguarding of the Intangible Cultural Heritage (in accordance with the Law of Ukraine “On Ukraine’s Accession to the Convention on the Safeguarding of the Intangible Cultural Heritage”).
  • Coordinating the activities of reserves and museums.
  • Management of items and museum-quality objects from the non-state portion of the Museum Fund of Ukraine in state restoration institutions.
  • Ensuring the determination, in collaboration with the Ministry of Finance of Ukraine, of the procedure for establishing the appraised and insured value of museum items, museum collections, and museum holdings of the Museum Fund of Ukraine, as well as museum-quality objects that are to be included in the Museum Fund of Ukraine and temporarily exported outside Ukraine for exhibition, restoration, or scientific expertise.
  • Monitoring and evaluating the results of state policy implementation in the area of export, import, and repatriation of cultural valuables.
  • Providing administrative services in the field of immovable cultural heritage.
  • Ensuring the review and approval of scientific and project documentation in the field of immovable cultural heritage.
  • Ensuring the approval of protection agreements for national heritage sites.
  • Ensuring the inclusion of cultural heritage objects in the State Register of Immovable Monuments of Ukraine, making amendments to it, and maintaining it.
Department of Legal Support

Main tasks

  • Organizing legal work aimed at the correct application, strict adherence to, and prevention of non-compliance with legislation and other regulatory acts of the Ministry of Culture and Strategic Communications (the MCSC), by its leadership and employees during the performance of their assigned tasks and functional duties, as well as representing the interests of the MSCS in courts.
Department of Digital Development

Main tasks

  • Ensuring the formation and implementation of state policy in the areas of digitalization, digital development, digital economy, digital innovation, and technologies within the Ministry of Culture and Strategic Communications (the MCSC).
  • Building electronic governance and electronic democracy.
  • Creating, implementing, administering, providing technical support for, and accounting for the information, information-analytical, and information-communication systems of the MCSC.
  • Creating conditions for providing administrative services and other public services in electronic form.
  • Ensuring compliance with information protection and cybersecurity legislation within the scope of authority in the MCSC.
Department of Finance

Main tasks

  • Financial and economic support for the stable and effective operation of the Ministry of Culture and Strategic Communications (MCSC) and the enterprises, institutions, and organizations under its jurisdiction.  
  • Development and implementation of the budget policy for MCSC for the respective budget period, ensuring compliance with the state budget policy.  
  • Management of budget funds within the established budget allocations; effective, efficient, and targeted use of these funds, undertaking budget commitments, monitoring expenditures, and conducting internal control over the budgetary authorities and recipients at lower levels in the budget process.
  • Development and reporting of the budget execution passport, opening planned allocations, and reporting.  
  • Implementation of regulatory and legal as well as organizational and methodological support for current and prospective program-targeted financial planning.  
  • Monitoring the material and technical base of enterprises, institutions, and organizations under the jurisdiction of the Ministry of Culture and Strategic Communications (The MCSC), based on assessments of the technical condition of buildings, structures, and engineering networks.  
  • Analysis and evaluation of the financial and economic activities of enterprises, institutions, and organizations within the scope of the MCSC management.  
  • Organization and implementation of current and prospective budget financial planning, including the preparation of reporting information.  
  • Organizational and methodological support for the application of current provisions of regulatory legal acts regarding labor compensation.  
  • Maintenance of the Unified Register of State Property and updating information through the automated system “Legal Entities.”
Department of Arts

Main tasks

  • Ensuring the formulation of state policy in the fields of arts, specialized arts education, and creative industries based on continuous analysis of the current situation in these areas and developing alternative solutions to existing problems.  
  • Ensuring coordination, monitoring, and evaluating the results of the implementation of state policy in the fields of arts, specialized arts education, and creative industries, as well as developing proposals for its continuation or adjustment.  
  • Providing regulatory and legal oversight in the areas of competence.  
  • Submitting proposals for attracting financial resources necessary for the implementation of state policy in the fields of arts, arts education, and creative industries.
