Born on December 13, 1973, in the city of Ukrainka, Kyiv region.
Education
Graduated from the Institute of Journalism at Taras Shevchenko State University of Kyiv with a degree in Journalism (1997); the Diplomatic Academy of Ukraine with a degree in Foreign Policy (2002); and the Institute of International Relations at Taras Shevchenko State University of Kyiv with a degree in International Law (2019).
Holds a Ph.D. in Philology, having defended his dissertation on “Information Strategies of the American Press Influencing the Socio-Political Process in Ukraine” at Taras Shevchenko State University of Kyiv (2001). Completed internships at the Vienna Diplomatic Academy (1999), Istanbul University (2001), the German Ministry of Foreign Affairs (2008), and the Institute of Legislation of the Verkhovna Rada of Ukraine (2016).
Professional Experience
- 1997 – 2000: worked in the Press Center, the Information Department, and the Political Analysis and Information Department at the Ministry of Foreign Affairs of Ukraine.
- 2002 – 2003: served as Second and First Secretary in the U.S. and Canada Division of the Fourth Territorial Department at the Ministry of Foreign Affairs of Ukraine.
- 2003 – 2007: held the positions of Vice Consul and Consul at the Consulate General of Ukraine in New York.
- 2008 – 2009: worked as First Secretary in the International Financial Organizations Division of the Economic Cooperation Department at the Ministry of Foreign Affairs of Ukraine.
- 2009 – May 2011: served as Head of Sector and later Head of the Department for International Organizations in the Foreign Policy Department of the Presidential Administration of Ukraine.
- June 2011 – May 2015: worked as an advisor at the Permanent Mission of Ukraine to the Council of Europe in Strasbourg.
- June 2015 – November 2016: served as Deputy Head of the Secretariat of the Verkhovna Rada Committee on Foreign Affairs.
- December 2016 – October 2018: worked as Head of the Analysis and Planning Department and Deputy Director of the EU and NATO Department at the Ministry of Foreign Affairs of Ukraine.
- October 2018 – December 2022: served as an advisor in the Political Section of the Mission of Ukraine to the European Union in Brussels.
- January 2023 – August 2023: worked as Deputy Director, and later as Director, of the EU and NATO Department at the Ministry of Foreign Affairs of Ukraine.
- September 2023 – October 21, 2024, held the position of Deputy Head of the Foreign Policy and Strategic Partnership Department in the Office of the President of Ukraine.
Teaching Experience
2008 – 2016: taught the course, “Information Support for Ukraine’s Foreign Policy”, at the Diplomatic Academy of Ukraine.
2015 – 2018: lectured in the English-language master’s program at the Institute of International Relations of Taras Shevchenko National University of Kyiv, teaching the courses “Media Analytics” and “International Organizations”.
He holds the diplomatic rank of First-Class Counselor. Fluent in English and Spanish.
