Galyna Grygorenko

First Deputy Minister of Culture and Strategic Communications of Ukraine

Born in Cherkasy, Ukraine.

In 1999, she earned a bachelor’s degree in Economic Theory from the National University of “Kyiv-Mohyla Academy” (NaUKMA). That same year, she began a master’s program at the NaUKMA, “Economic Education and Research Consortium”, later renamed the Kyiv School of Economics (KSE), where she obtained her master’s degree in Economic Theory in 2001. 

In 2019–2020, she completed the Strategic Architect School program at the Kyiv-Mohyla Business School (kmbs).  

Early in her career, she worked in the private sector, including as Director of Educational Programs at LLC “Cultural Project”, an organization dedicated to informal education in the humanities.  

In 2017, she co-founded the NGO “Open Opera Ukraine”. As General Producer of this independent organization from 2017 to 2020, she oversaw cultural and educational projects centered on 17th-18th century Baroque music. Among its notable achievements were two full-scale opera productions: Dido and Aeneas by H. Purcell, which won the All-Ukrainian GRA Award for Best Opera/Operetta/Musical Premiere in 2017, and Acis and Galatea by G.F. Handel in 2019.  

In the summer of 2019, Grygorenko joined the Office for the Development of Humanitarian Policy under the patronage of the Minister of Culture, Youth, and Sports. From October 2019, she served as an external advisor to the minister, specializing in musical arts.  

Between March and June 2020, she held the role of Head of the State Agency of Ukraine on Arts. From June 2020 to July 2022, she served as Head of the State Agency of Ukraine on Arts and Artistic Education.  

From July 2022 to August 2023, she was the Deputy Minister of Culture and Information Policy of Ukraine, where she managed the arts, arts education, and creative industries portfolios.  

In May 2024, Grygorenko joined the “RES-POL” Cultural Policy Development Project (Rapid Expert Support for Culture and Media Policies in Ukraine) as a Policy Alignment Expert. This initiative, led by the PPV Economic Development Agency in partnership with the Ministry of Culture and Information Policy of Ukraine, is  supported by a European Commission grant.  

In 2024, as Executive Director of “Open Opera Ukraine”, she produced the projects King Arthur: Looking for a Hero and Berezovsky/Rachynsky: New Soundscapes.

Since November 2024, she has been serving as the First Deputy Minister of Culture and Strategic Communications of Ukraine.
