Mykola Tochytskyi

Minister of Culture and Strategic Communications of Ukraine

Born on September 22, 1967, in Vinnytsia.

Education: Graduated from Taras Shevchenko National University of Kyiv with a degree in Romance and Germanic Philology, and from the Institute of International Relations at Taras Shevchenko National University of Kyiv with a degree in International Law. Also studied at the Geneva Centre for Security Policy.

Mykola Tochytskyi began his diplomatic career in 1993 as an Attaché in the Department of Arms Control and Disarmament at the Ministry of Foreign Affairs of Ukraine.  

From 1995 to 1998, he worked at the Embassy of Ukraine in the Kingdom of Belgium.  

From 1998 to 2005, he continued working in various positions at the Ministry of Foreign Affairs of Ukraine.  

In 2005, he was appointed Consul General of Ukraine in San Francisco (USA).

From 2008 to 2010, he held senior positions in the Secretariat of the President of Ukraine.  

From 2010 to 2016, served as Permanent Representative of Ukraine to the Council of Europe.  

In 2016, Mykola Tochytskyi was appointed Ambassador Extraordinary and Plenipotentiary of Ukraine to the Kingdom of Belgium and Representative of Ukraine to the EU and the European Atomic Energy Community, as well as Ambassador Extraordinary and Plenipotentiary of Ukraine to the Grand Duchy of Luxembourg concurrently.

From May to September 2021, he served as Ambassador-at-Large at the Ministry of Foreign Affairs of Ukraine.  

From 2021 to 2024, he was the Deputy Minister of Foreign Affairs of Ukraine.  

From April to September 2024, held the position of Deputy Head of the Office of the President of Ukraine.  

On September 5, 2024, he was appointed Minister of Culture and Strategic Communications of Ukraine.

Honors and Awards:  

Honored Lawyer of Ukraine (2009).  

Order of Merit, 3rd Class (2021).  

Order of Merit, 2nd Class (2023).
