Sergii Bieliaiev

Deputy Minister of Culture and Strategic Communications of Ukraine

Born in 1971 in Kyiv, Ukraine.

In 1994, he graduated from the Faculty of Architecture at the Kyiv Institute of Civil Engineering, and in 2002 — from the Faculty of International Law at the Institute of International Relations, Taras Shevchenko National University of Kyiv.

Professional Experience:

Since 1989, he has worked in the fields of graphic art, painting, design, heraldry, and architecture. He was awarded the H. Narbut Prize in 1994 and 1996.

2005–2006 — Lecturer in architectural design at the Faculty of Architecture, National Aviation University.

2007–2010 — Director and project manager at “EA Reng-Project” (Estonia–Ukraine), a design bureau specializing in commercial, office, and industrial buildings. Notable projects include the Embassy of Estonia in Ukraine and the SkyMall shopping center in Kyiv.

2010–2014 — Head of the Department of Heraldry and Ceremonial Affairs at the Presidential Administration of Ukraine.

2018–2019 — Head of the project team at “Faber International” (France–Ukraine), working on architectural designs for Auchan shopping centers in Kyiv.

2020–2023 — Designer at Heroldmeister LLC, specializing in the development of awards, emblems, and heraldic elements.

2024–2025 — Associate Professor in the Department of Fine Arts at Kyiv National University of Construction and Architecture.

Since January 17, 2025 — Deputy Minister of Culture and Strategic Communications of Ukraine.

Diplomatic Rank: First-Class Counselor of the Diplomatic Service.

Titles: Architect, artist, sculptor, Merited Artist of Ukraine.

Selected Creative Achievements:

Between 1996 and 2014, he designed sketches for commemorative coins issued by the National Bank of Ukraine (12 coins in total), as well as 15 orders, departmental, and commemorative medals. He is the author of the first coin minted by the Banknote and Minting Works of the National Bank of Ukraine — “The Kyiv Psalter”, 1997.

He created several memorial plaques in Kyiv, including those dedicated to composer Mykola Lysenko (“O Lord, the Almighty, Protect Ukraine for Us”) and academician Yevhen Paton (A Bridge Through the Centuries”).

Author of the permanent portrait gallery of Kyivan princes and Ukrainian hetmans at the Verkhovna Rada of Ukraine, unveiled in May 2020.

Between 2002 and 2006, he was engaged in the restoration and attribution of 17th–20th century icons and early printed books from the 17th–19th centuries.

He also created a silver commemorative dish — a sculptural composition dedicated to Pope John Paul II’s visit to Kyiv and Lviv in 2001, which was presented by the President of Ukraine to the Pope in 2002.
