The Ministry of Culture of Ukraine announces the call for nominations for candidates to the Supervisory Board of the National Holodomor-Genocide Museum

The Ministry of Culture of Ukraine announces the call for applications for nominations of members to the Supervisory Board of the National Museum of the Holodomor-Genocide. – a special supervisory body that operates permanently and oversees the activities of the National Museum of the Holodomor Genocide and its officials to ensure a balance of interests of the state, society, and cultural sector entities, adherence to the principles of legality, independence, objectivity, openness, transparency, public accessibility, as well as gender equality, social inclusion, and non-discrimination.

Deadline for submission of proposals: December 21, 2025, by 23:59.

The Supervisory Board consists of six members nominated by Ukrainian civic associations and six members nominated by international organizations and/or international non-governmental organizations, as well as civil society organizations of the Ukrainian diaspora.

The composition of the Supervisory Board is formed from Ukrainian and international experts, researchers, representatives of Ukrainian public associations, international organizations and/or international non-governmental organizations, civil society organizations of Ukrainian diaspora, descendants of the victims of the Holodomor of 1932–1933 in Ukraine, and other competent persons in the field of culture and national memory policy who have an impeccable business reputation, high public authority, and are acknowledged professionals in their areas of expertise.

The Board members serve a five-year term. The same individual may not serve on the Supervisory Board for two consecutive terms.

The rights and powers of the Expert Council are defined by the Law of Ukraine “On Museums and Museum Affairs” and by the Charter of the National Museum of the Holodomor-Genocide approved by the order of the Ministry of Culture of Ukraine dated 19 November 2025 No. 940. 

The powers of the Supervisory Board include:

  • providing the Museum’s management with proposals (recommendations) aimed at improving its operations;
  • assisting in attracting additional sources of funding for the Museum’s activities;
  • monitoring the Museum’s compliance with the provisions of its Statute;
  • approving decisions of the Museum’s General Director regarding contracts whose value exceeds 500 minimum wages established as of January 1 of the reporting (tax) year;
  • exercising oversight over:
    • the General Director’s fulfillment of duties defined by the Museum’s Statute and the contract concluded in accordance with established procedures;
    • the Museum’s financial and economic activities.

The Supervisory Board has the right to:

  • hear reports from the Museum’s General Director on Museum-related matters;
  • submit inquiries to central and local executive authorities, local self-government bodies, enterprises, institutions, and organizations on issues within the Supervisory Board’s competence;
  • provide the General Director with proposals on the establishment of an Expert Council;
  • monitor the state of the Museum’s material, technical, and financial resources.

The following individuals cannot be members of the Supervisory Board:

  • civil servants;
  • individuals declared legally incapable or whose legal capacity is restricted by a court decision;
  • individuals with a criminal record for committing a criminal offense that has not been expunged or annulled as prescribed by law;
  • individuals who, within the year preceding employment, were subjected to an administrative penalty for a corruption-related offense;
  • individuals subject to sanctions due to Russian aggression against Ukraine.
