The Ministry of Culture of Ukraine announces the call for applications for selection of members to the Expert Council of the National Museum of the Holodomor-Genocide (hereinafter – the Museum) – a standing advisory body that coordinates the Museum’s scholarly activities to improve its research activities, educational and excursion programs, exhibition and display work, information and publishing activities, scientific collections, and methodological work. The work of the Council is guided by the principles of legality, independence, objectivity, openness, transparency, public accessibility, as well as gender equality, social inclusion, and non-discrimination.

The Expert Council consists of six experts and/or researchers nominated by Ukrainian civic associations and research institutions, and six experts and/or researchers nominated by international organizations and/or international non-governmental organizations and foreign research institutions. The Council members serve a five-year term.
The rights and powers of the Expert Council are defined by the Law of Ukraine “On Museums and Museum Affairs” and by he Charter of the National Museum of the Holodomor-Genocide approved by the order of the Ministry of Culture of Ukraine dated 19 November 2025 No. 940.
The main powers of the Expert Council include providing input to the management of the National Museum of the Holodomor-Genocide regarding:
· organization and conduct of scientific research of archival documents, including those of foreign states;
· integration of the National Museum of the Holodomor-Genocide into the global scientific community;
· expansion and improvement of international scientific cooperation;
· development of design projects and technical projects for the museum’s exhibitions.
The Expert Council has the right to:
· obtain, in the due manner, from the General Director and heads of scientific structural units the information and materials necessary to fulfill the tasks assigned to the Expert Council.
· engage leading scholars and representatives of Ukrainian and foreign higher education institutions in an independent evaluation of the results of the Museum’s scholarly activities.
· inform the governing body about the status of the scholarly activities of the Museum and submit proposals for measures to eliminate identified violations.
· exercise other rights provided by the Statute of the National Museum of the Holodomor-Genocide.
Individuals cannot become members of the Expert Council if they:
· have been declared legally incapable or whose legal capacity is limited by a court decision;
· have an unexpunged or unpardoned criminal conviction.
· have been subject to an administrative penalty within the last year prior to the date of employment for committing a corruption-related offense.
· are subject to sanctions due to Russian aggression against Ukraine.

- Motivation Letter, including specific proposals regarding the candidate’s prospective involvement in the work of the Expert Council aimed at coordinating research activities and improving the Museum’s research, educational, exhibition, publishing, collection-management, and methodological work
- Letters of Recommendation — at least two letters must be provided, including contact details
